No, Not really. That's your opinion! The fact is I see this every day. Now your in my back yard! Where I'm employed, We have Hundreds of miles of Fiber Optic Cables in the City. Seven Fiber Optic rings to be exact. Even with all this and Million's of dollars spent, we still find glitches is the equipment in the testing and running stages. That's why we have dual systems that over lap each other. Surprisingly just like they have. So whats your point? I understand now, that you are very novice in this area of technology. I don't have a problem with you not understanding electronic equipment and load testing strengths, But you really should learn about these things before you comment about them. Posting issues like these about Electronics you do not understand, Only makes you look foolish and neophyte. Testing phase is just that! to discover problem's and correct and compensate as needed. I suggest you speak to an Electrical Engineer or an Electronics tech, and have them explain procedure's and what's meant by the testing stage.
