As the Secretary of State prepares to go to China to have preliminary discussions with officials before they come here, we're just going to have to cross our fingers and toes, hoping that our side has enough skill to deal effectively with the Chinese. I've worked many years in Asia, particularly Indonesia, and can tell you from personal experience that good diplomacy requires more than simply offering a deal, which unfortunately is what the Administration usually tends to do. The first requirement is that you never say anything embarassing in public, which would make the other side lose face. You don't announce to the public that you're going to force them into something. You say only nice, and usually irrelevant things, which gives the other side the right signal that you are intent on work things out - away from the public eye. From what I've seen, QCOM officials have a better handle on this than the State Department, which is why I'm keeping my fingers crossed. Art
