The 115K is not that rare. Depending on the ISP, and the modem/setup, I've gotten 44,000 on a 28.8, 118,000 on a 56k v.90 Sportster before. Not that you'll actually download at that speed though <g>

Has nothing to do with the ISP. Some modems default to reporting the DTE rate rather than the DCE Rate. There is an AT command in your modem manual to toggle this feature on the USR modem to get it to report the DCE Rate.... has nothing to do with acutal throughput or what ISP your calling....
