The worst offenders, in my book, are in the Pentagon and the foreign aid establishment. I remember hearing Al Haig speak and being totally unable to figure out even what he was talking about, let alone what he was saying about it. I have read reports by consultants on huge World Bank projects, monumental piles of jargon, elegantly bound, beautifully illustrated, thousands of pages, all saying nothing at best, at worst concealing glaring deficiencies and oversights in vast clouds of ink. Our tax dollars at work.
