You have no idea how he has trampled on individual rights. The city is cleaner and safer because of him, true. But once he accomplished those things, he chose to go skirt chasing and is attacking the sex shops. In addition, he has made life hell for the cab drivers, who are individual contractors....he has many flaws). The beat cop is the one who performs the raids anyway. So booking prostitutes is part of his job every few months when he's told to book them. The other times, he's busy eating donuts in a conspicuous manner to "frustrate" other potential criminals. As for speeding. Reread your post, and you'll understand the fallacy of your argument. The very fact that you can go 35 miles while speeding along is indicative of constrained resources, as I said. The Garden State Parkway is 150 miles long. To effectively fight speeding, you need 2 police cruisers (one in each direction) every 10 miles doing 4-5 hour shifts. That's 180 officers, minimum. For one highway. That isn't to mention the time they have to spend in court with people who fight the tickets. Or the other jobs they perform BESIDES catching speeding cars. In the city, they have developed a database that tracks where criminal activity is taking place. It allows them to position more cops in areas that show rising rates of crime. As a result, crime in that area falls, and the database shows them where to shift more resources. It is an ongoing effort that has paid tremendous dividends (Bratton is a genius). They have the same database for sex crimes. They just don't use it as much. Not because of resources. Because it is low level on their priority. Except now. Giuliani has decided to stamp out sex crimes. Watch the murder and robbery rates. They will remain the same, or continue to trend down (they have so far - 2 months into the campaign).
