It is ok to express excitement about a major shift in operational strategy. Like it can lead to new move in the stock price, As it will going forward temporariliy. But longer term, some isues have to be addressed. Some portion of the cuts are engineering

Engineers are squirrelly bunch. Cut a couple of jobs on them and the whole bunch goes on alert for new pastures. They don't like to be messed with especially when the unemployment rate for the industry is near zero and new jobs mean 5 to 10 K pay increases. so we have a renewed attrition at WSTL that happened in Feb last year only harsher. I have spoken to 8 people and 6 concurred to be looking/listening to the new jobs/ headhunters ( they always call).

So yes the move can be a postive for the near term as will positive press releases on the stock price.

But i think apathy overwhelms greed among employees and they sell out the strength.
