Very simplified: CTXS WinFrame (based on NT3.51) and MSFT Terminal Server (based on NT4) is the same thing. MFST didn't license CTXS to do WinFrame for NT4 and purchased the core technology from CTXS to do the rest themselves. However, MSFT didn't buy all the utilities that existed and were added to Winframe. CTXS thus deliver Metaframe as an addon to Terminal Server to make Terminal Server work as well under NT4 as the complete Winframe solution does under NT3.51.

So I would say that CTXS's claim to fame is Winframe, and even if MSFT ran away with Winframe for NT4 CTXS is able to make good business of the add-on environment. Basically (IMHO) Terminal Server is useless for larger enterprises without CTXS's Metaframe.
