I may not have used the correct words, but i can assure you that if you open both the long and short positions individually, the short must be purchased on an up tick or up bid of 1/16.
When each position was opened individually, closing or selling either position has no bearing on the other.

If both positions where opened as a box, for example Bought(to open long) 1000 at 35
and Bought(to open short) 1000 at 35....if this was opened as a accounting practice rather than separate orders then, and only then would the long be subject to any selling rules.

I always open each position separately, and i can assure you that the method i have described is 100% legal and accurate by NASDAQ and NYSE rules
