FWIW, I agree. Also- my memory is that, in the time leading up to the previous OPEC meeting, members were downplaying the possibility of cuts. They didn't want to build up expectations because they knew there were possibly insoluble problems at that time. This time the public statements are much more positive, and I take that as a very good sign.
