I'm in for more this morning too. I seem to recall Irwin mentioning in his interview that Kazakhstan had had some bad experiences with some companies who exploited the resources, grabbed the money, and went home. They are thus reluctant to deal with many companies today. He then mentioned (though we may want be take this part with a grain of salt) that LEAH had appropriate relationships in the country that could help them build the necessary trust when it was needed.

Like any country whose only ticket in the short run is it's natural resources, one should expect Kazakhstan to act rationally (i.e, in their own best interests).

I seem to remember hearing those comments too, I hope somebody can provide those specific details of their relationship. It might have been a post on raging bull.
