There are several things on my mind so i am going to just let them roll. In other words trying to use all minds to fill in blanks

Japans banks write off loans
These are to be repaid to the government so not write off dates are allocated ranging up to twelve years form the ones i have read so far.
When you buy up a loan usually lucrative because of reduced rate of purchase. Hope that a somepoint the economy turns so the risk is minor. Here we have no potential of return debt shifted.

Clips from Japanese newspapers
Combined capital investments by Japanese firms in the
October-December period fell 18.7 percent from a year earlier, the worst
drop seen since the same quarter of 1962, the Finance Ministry said
Wednesday.

This fact does not state recovery.

Y2k summary

anecdotal information we have would indicate that they are, in most cases, well behind the United
States in their preparations,'' the Fed governor said.

He added that it was difficult to predict the effects of emerging markets' lack of preparedness.

This extrapolated could mean more funds flowing to US market It is frightening only because it is funds flowing to what is perceived safety not actual generated growth. Us could be got in bonds that are in high demand or a market that loses complete concept of PE base. This could contribute to yet more problems in Asia .and world deflation due to excess production as they try to stimulate.

I am beginning to feel global intigration I guess I could say does not take into consideration populous so we are under populated here in comparison to Asia and the long range thought of export to improve internal is an illusionary hope. .

As the United States continues to pressure Japan to comply with its
macroeconomic strategy, it is becoming more difficult to use the word
"friction," which gives the impression that the two countries are negotiating as
equals.

What Washington is actually engaged in is not so much intervention as
colonialism.

So did Britain.
