While I think there is an element of payback in the ANADAC since-dismissed lawsuit -- and a certain amount of leveraging IDX's financial advantages over DBII -- there isn't too much else I agree with in the Brad Greene/Ed Flynn hypotheses.

Brad, the federal government is not centrally organized enough to play 'second source' games. The decisionmakers on an INS deal are completely independent of decisionmakers for any other agency.

Ed, the INS is done buying in any quantity, so this little post-award dustup isn't going to alienate anyone that will be buying. Further, since all these agency decisions are independent of each other, it will not have any influence on awards by other agencies down the line.

Ed: What you say has an element of truth in it. I vaguely remember that it was IDX who wrote the specs. If I was writing the specs, I would certainly put something there that would "subtly" preclude others. I Think DBII just made a very low bid just to get the biz. You know Damn the torpedoes ( and profits ) sort of thing. I also recall Dr. Fowler ( all bow please) made some remark at the news conference that he wasn't sure IDX would take the business with such a low margin of profit. Even then he also made a remark that the book was not closed on the deal completely.
