Jay, I don't think it's crazy at all. The Bell Atlantic decision to remove pair from primary supplier status may have been a wakeup. Pair realized that they would have to compete on price. They decide they need to build volume to lower unit cost. They can't build volume fast enough to avoid losing money if they do it the traditional way. Instead, they adopt a two-step strategy. 1. Get approved by everybody in the world. Then, 2. Start selling to everybody. They end up being able to ramp up production faster, and are quicker to drive down prices. In the meantime, low volumes can be accomplished under the Harris contract, etc.

Just a theory, of course.
