We are talking compensation packages for senior executives.
Pennies for the stock.

Example: Eric Schmidt CEO of Novell.

"It's illegal to grant stock at:
1- different prices to different investors at the same time
2- anything other than fair market price"

My wife's employer allows the employees to purchase their stock at a 15% discount after 6 months. This is per my wife, I have not seen any literature to back it up yet.
