The formula for getting slots seems to be as follows:

1) get your venture up and running...Charity Casinos etc..(especially Native)

2) run the operation for a year or so...complaining to the Gov't all the while that you are losing money hand over fist.

3) Finally go the Gov't and say you will have to shut down and put 500-1,000 people (yes this number is correct) out of work, because you are insolvent...Unless....

4) Gov't allows slots to prop up revenues, Gov't gets their cut and the employees keep their jobs and the venture is able to make money

Sounds like win win win....In an ideal world.

I agree. Check out Placer Dome, PDG. One of the more efficient operators out there. They own stuff all over the world. Were in the 20's before the crash. Should come back strong when this thing turns around.
