Yes, we had to know how to read, and we read the newspaper in class, so we studied the construction of the characters and the main roots or radicals of each word so we could recognize the characters. We also had written tests so we had to learn the correct order of how each character was written.

Each character is written in the same order by everyone in the world, it's not a random jotting of a bunch of lines. By knowing the main root of each word, each with a specific meaning, you're able to look up characters in a Chinese-English dictionary... or understanding the idea of a character you've never seen before... without that knowledge you couldn't begin to find any word in such a dictionary.
