I actually know some of the people that went to the old DEC Fab to turn
on Intel's .25um process ... Installing equipment. So Intel was planning
to do much more than just run the StrongArm processor there.

Apparently for Intel to fix a broken fab may not be worth the effort. Dec's fab could actually produce a product that Intel wanted, hence the deal.
