I will tell you the theory that prevails among Catholics, the Orthodox, and some Anglicans: the Church is guided by the Holy Spirit, and gives us the canon in the first place. The correct interpretations of Scripture have largely been determined by the Father's of the Church (such as Saint Augustine) writer's who, while not inerrant, are nevertheless recognized as being specially guided in their reflections by the Holy Spirit. Additionally, doctrine has been authoritatively defined in various Church councils, where the bishops have been guided in their vote by the Holy Spirit. Of course, the Catholic church adds that the Pope may make infallible pronouncements under certain conditions, when a question is put to him to decide "ex cathedra", and that even his ordinary pronouncements, although not infallible, should be accorded respect, and not be lightly ignored.
