Sure, the Brits and the Canadians have not done anything as far as I know. The UK, in fact, expects to increase North Sea production 10-15% this year. Both are minor exporters, maybe up to 1 MBPD each. We should also remember that there have been no market-related cutbacks in this country other than uneconomic well shutdowns. The onus for reducing production has always been on those countries that export a large percentage of their production.

The U.S. - although purchases for the SPR will help.
