The point of flirting is that it isn't intended to be serious, and shouldn't be taken seriously. Shy men mistake flirtation for sincerity, which causes all sorts of problems for everyone.

Having been painfully shy myself -
I think women in general are attracted to bold men because What you see is What you get. Also - the first test (confidence!) has been passed. With shy guys You Never Know. And it's a lot of work to winnow the Wholesome Nice Guys from the Jeffrey Dahmers.

There's something about shyness that makes it very hard to distinguish from apathy/sullenness. Goes against our social instincts. Fair? Hardly. But there it is.
