One of the best instances of the inappropriate use of quotation marks was on a sign for a restaurant on Route 50, on the way to Ocean City, Maryland. They put quotes around some assertion like "Great food, low prices", apparently without realizing that absent an attribution, it would read as an ironic statement and be self- negating, as in "Great food, low prices--NOT!"
