The new edition of Microsoft's latest consumer-oriented operating system will include the new browser as well as new device drivers and other updates

Pretty much like SR1 for Windows 95, and so far not as significant as SR2, which included new technology like FAT32. The new naming convention -- calling a bug-fix update "Second Edition" -- does make it seem more significant, however. A good selling point.
