Except that IBM has had one of the largest cleanrooms in the world in East Fishkill for years. I would guess that the X-ray project will be using empty space in the existing facility (which is *huge* and has a *lot* of empty space), not building a new building. All the environmental finagling has therefore already been done.

As far as it being impossible to get plants built in the NE, what about DEC's (now Intel's) Alpha fab in Massachusetts? What about National Semi's huge facility in Maine? What about White Oak in Virginia? All built within the last 5 years.
