to Europe as it Continues Expansion Of
Its Global 'One-Hop' Network

European Partnerships Will Improve Connectivity and Speed

SAN JOSE, Calif., March 15 /PRNewswire/ -- AboveNet(TM) Communications Inc.
(Nasdaq: ABOV - news), the architect of a global one-hop network that brings together
high-bandwidth content sites and ISPs in a centralized co-location facility, today announced
its European expansion plan -- a strategy that will transform the Internet infrastructure by
delivering reliable and scalable connectivity through an integrated infrastructure tied
directly into the AboveNet Global One Hop Network(TM). AboveNet intends to form a
series of joint ventures in Europe, with experienced Internet management teams and strategic
partners, to create regional Internet Service Exchanges(TM) (ISX(TM)) in the major
business centers across Europe.

The European Regional ISX facilities will deliver to the local community a fast, reliable and
scalable Internet solution for mission-critical and high bandwidth applications. These world
class facilities will co-locate both content providers and ISPs together to deliver superior
connectivity for local access as well as a direct link into AboveNet's global network.
Clients of AboveNet will benefit from improved Internet performance and reliability as a
result of the company's extensive global peering arrangements with more than 210 major ISP
networks. The European facilities will also use AboveNet's proprietary management tools to
monitor client equipment, manage the extensive network routes, track network usage and
forecast capacity needs.

a gating factor to be overcome for mission-critical Internet applications such as e-commerce,
