A new license deal including LA, SF and other major and minor metros could easily have taken a 2 million shareholder over 15% which I presume you cited as it is poison pill level. However, as it takes 2 to tango a new ART-Commco deal would involve them waltzing together and not acting hostile. I am not saying there is a deal just the potential. Any other reason you state the 15% number as other than WCII at 12.4% believe Commco was next largest single holder as CCC sold off bunch before.

"WaveSpan takes broad view of broadband access" techweb.com Interesting that Concentric has been using wireless DSL from WaveSpan in the bay area (a service associated with some university freq. bands - fill in some detail here, Bernard?) Also interesting is that Concentric resells Covad xDSL (and Northpoint and Rhythms as well, but their recent strategic relationship decision is with Covad). But perhaps most pointedly interesting is that Concentric (owned in part by WMB) has been provisioning Covad HDSL as T1s to Teligent. They expect Teligent to buy ~$10MM worth of T1s in '99 (which makes TGNT Concentric's second biggest customer after MSFT), at a discount to standard $1500/line (for instance, at $1000/line, that's 10K copper T1s. At $700/line, that's 14K copper T1s). So when Mandl distinguishes TGNT from WCII in saying that "he" doesn't resell RBOC copper (what he resells is Concentric, which resells Covad, which resells RBOC copper), understand the word games. Also, RE: WCII's UK grant, it represents around 250MHz of spectrum, with WCII "preferred" status for obtaining further spectrum. This Q's numbers (which close next week) are again purportedly very strong and will demonstrate that WCII is executing to/ahead of plan.
