The Gulf war has no comparison to the Kosovo situation. Iraq attempted to amalgamate Kuwait, a sovereign nation, by the use of brutal force. That was an act of agression under the U.N. charter and west & east rightly participated in taking care of the situation. Force was justly used in that situation.

Also we must think of the future consequences of the use of extreme force. In Kosovo I can only see it igniting more anti-U.S. eastern european sentiments.
