Are you talking about the daily speed/closer and inside/outside biases that come and go? Or are you talking about the general play of the track relative to others?

This is going to sound like heresy to you if you are a very experienced player, but here I go anyway.

I used to spend enormous numbers of hours studying the replays and looking at the form of the horses that ran on different parts of the track relative to their performance in order to quantify and locate track biases (daily). I found that I was often right, but sometimes wrong based on the subsequent performances of the horses. I also found that some, if not most, of that information (to my surprise) was already reflected on the board. NY handicappers are just that good and there is bias info sold publicly. I now take a more normalized view of the horse's performances in order to estimate his general ability and only pay attention to the biases that leap off the charts. That way any individual slightly biased performance is less important to my view. It saves me time and has cost me nothing in terms of ROI.
