FORcE is the precedent for authority
or
Discriminate

Serbia is not only armed, they are well armed. The technology level of the weaponry deployed is extremely high. There will be attrition.
The situation is one which ultimately, can only yield, to international accord. The attempt to deploy an accord in the affected regions will be fruitless unless Serbia is convincingly reproved. I believe their actions thus far have branded them lawless. I keep going back to this point. It is Milosevic's position that he can do what he wants, he has demonstrated this over and over. NATO isn't pouncing, they have hesitated long enough.

I suppose I shouldn't point out again that what we say is, in this case, meaningless. I agree that the teacher governs by authority. I agree that bullies use force.
Teachers discipline bullies using force. A teacher can discriminate, something a bully lacks. Authority only derives from FORcE, I am a small "c" in this regard.
