Well. I do not want to offend anyone, but I thought it just a bunch of Russians with a lot of junk to sell. The food was interesting, but I can't say I was able to find an all-time favorite dish there. I've never enjoyed vodka, which to me tastes remarkably similar to Isopropyl alcohol (I honestly have never tasted Isopropyl alcohol, but its smell is all I need to make the vodka connection). I do not like the beach areas of New York, particularly Coney Island and Brighton Beach. All in all it's not my kind of place, but were I visiting New York City for a good stretch of time I would visit Little Odessa anyway. On the other hand were I visiting for only a few days or a week, I would skip the Russians without a second's thought. Too many very appealing things to do elsewhere.

Now having said all this, I would like to completely erase it by saying that where you go is in many ways irrelevant. I visited Little Odessa with my wife and had a pure blast.

I think it a fabulous idea. I don't think the Lincoln Centre is desperate at all. Groups have performed there that were not exactly critically acclaimed, shall we say. You likely will find the same thing occurring with your Kennedy Centre. I think it is part of an effort to make these venues (as well as the segments of the arts that typically use them) more accessible.
