That's a good release, a potential of 1 million customers(bills) and they didn't even have to leave Texas. I don't think that BLLS has a mock customer service center set up, so I imagine that the pilot is only in regard to the actual delivery and payment of the Bill.

I guess this is dress rehearsal before the big show. I don't recall seeing any news about BLLS having an agreement with Quicken, but in the press release it states:

SAWS employees participating in the pilot will view and pay their water bills through the major bill payment Internet Web sites, such as CheckFree and Quicken.
