Yeah. That's the big question. If msn or aol or anyone else came in with much lower prices, I can only hope that USWest and GTE (which has much of the suburban territory in this region) would have to lower their prices.

What I'm wondering, and haven't found answers to yet, is what the extent of WorldCom's UUNet involvement is in this. They provide the network for msn's dialup access. Are they or another CLEC providing more of the network than other ISP's have access to?

When I talked to the non-USWest ISP last summer, they were still not sure of all the details, but said they'd have to use the DSL solutions decided on by USWest. They said they had to go with the Cisco modem/routers used by USWest, for instance. It sounds like msn is getting a lower-level access to USWest's lines for this tial which would allow them to put different equipment on the lines. Why would it be cheaper? It could be that they are willing to lose money for the sake of market (not unheard of at Microsoft). As an ILEC (incumbent local, etc.) USWest is forced to price their service at a rate that pays for itself, puts a return on the investment, and does not take money from other parts of the business. A competitive carrier doesn't have such pricing constraints.
