I think it's important to consider the malicious intent of the virus writer. The automobile improvements you cite do little to prevent the car being sabotaged.

Let me try to answer your questions.

First,
better engine -> better speed -> bigger crash. :-)
Just like you said, the car is more "safer", so drivers becomes more careless because they thought the car is more "safer".
More people drive because of those innovations, more traffic, more accident.

Second,
The safety is the most important concern for automobile industry so car companies spent tons of money on it. But it is not the major concern for PC software, at least not in last 10 years. How to get PC on average users' desktop is the major goal of PC industry. So easy of use, easy to start, low entry price lead the charge, that is the area where Microsoft is better than most of companies. Currently the direction is growth, spread, connectivity, development of software/hardware will correspond to this. When safety becomes a major concern, R&D will go that direction as well. The best safe guard is yourself, your knowledge, not someone else's protection.
