I just heard "B-1" Bob Dornan give one hell of an interesting solution.

Just declare Milosevec a war criminal and issue a $10-100 million reward for his live capture and turn-over to an international war crimes tribunal.

It avoids the stigma of assassination (illegal under international law), and could send an interesting message to some other petty dictators.
