It is hard to be great at everything.
The fear that if you screw up you will be replaced by another company is largely missing when all of the pieces become internal. There is often a threat to outsource some piece, but that threat is largely hollow. I think this can take the edge off of some development. IBM does occasionally promote internal competition between groups in different cities, but not when a lot of infrastructure is involved.

All in all, IBM does a pretty good job at everything in spite of this effect.
