The flaw in their analysis is that a NATO ground force would concentrate on Kosovo, not Serbia. As with the Gulf War, the aim would be restore the inhabitants of Kosovo. The Serbs have 40,000 troops in Kosovo. NATO could numerically overwhelm the Serb force with 80,000 to 120,000 troops. Since NATO has dawdled, it would take up time to obtain a country from which to stage the NATO ground force.
The Serbs are about one-third to one-half of the way to reducing the Albanians from a majority to a minority in Kosovo.
