New Program Addresses the $30 Billion Market for Managed VPN
Services; VPNet and IBM Global Services Team to Provide

Truly Global Reach

VPNet Technologies Inc. today announced the immediate availability of its new VPNsure(SM) Program.

This "first of its kind" program is a comprehensive suite of products and services designed to enable service providers to enter the global market for managed VPN services
in record time. The VPN services market is estimated by Infonetics Research to reach $30B by 2003.

The turnkey VPNsure Program elements range from VPN market analysis and business planning to installation, maintenance and long-term, 24x7 worldwide customer
support.

VPNet also announced today that IBM Global Services will become a VPNsure Alliance Partner. Beginning in June 1999, IBM will provide installation, integration and 24x7
help-desk services to VPNsure network service providers and enterprise customers in the United States under an International Technical Support Agreement (ITSA).

VPNet and IBM are in discussions under the ITSA for service to be included in multiple countries around the world.

"As a VPNsure Alliance Partner, we are in a clear position to help Internet and other network service providers accelerate the introduction of their VPN services, and to play
a major role in the fast-growing VPN marketplace" said Joe Sindelar, vice president, marketing, sales and development for IBM Global Services.

"The combination of VPNet's product leadership and industry experience with IBM's global reach and broad technical capabilities makes the VPNsure Program an
extremely attractive proposition for network service providers worldwide."

Major service providers -- including NTTPC -- are already using the VPNsure Program. According to Akira Nakatsugawa, president of NTTPC Communications, "We have
great opportunities to support the VPN services needs of our customers, both within Japan and in our customers' global operations.

"We chose VPNet because the VPNsure Program provides us with a superb 'one-stop-shop' for worldwide installation and maintenance services, in addition to VPNet's
leading VPNware(TM) Systems. With the help of the VPNsure program, NTT can provide a wide range of managed services to our customer base, including network
design, installation and ongoing management and maintenance of their VPNs.

"It's a great opportunity for us and our customers."

Jeff Barnell, vice president of service operations for VPNet, said, "This new program was created to cost-effectively package our experience, products and know-how with
IBM's reach and technical expertise in a way that would help service providers and enterprises quickly implement fully managed, turnkey VPN services on a global scale,
regardless of their size or geographic scope."

Barnell also noted that the VPNsure Program's benefits extend well beyond the service provider arena. "With the VPNsure Program, end users will have all the tools they
need to comfortably roll out an enterprise VPN strategy and handle the implementation, if they desire."

According to Infonetics Research's founder and principal analyst, Michael Howard, "Clearly, the global market for VPN managed services has enormous growth potential in
the next three to five years.

"One of the biggest obstacles to achieving this growth is the small number of service providers who actually have all of the expertise and resources necessary to properly
plan, implement and manage the different classes of VPNs. The VPNsure Program helps remove this obstacle, and will help accelerate market growth. In my opinion, it
supplies the critical missing link."
