Implimentation Costs. A few months ago PECO (electric co), said that they turned down CheckFree due to the higher cost. The TransPoint solution was about 1/3 the cost of CheckFree's (if I remember correctly).

TransPoint is not really helping matters in this case by promising the world at a low cost. Although the larger billers see the light, the smaller biller see cost as a big issue. This is where companies like edocs, billserve, and JIT come into play. Collectively, I believe they have signed up as many billers as Transpoint, in addition, these companies work with CheckFree and not Transpoint.

For all the same reasons a consortia like Integrion falls apart! When you buy a standardized service offering they can't, or at least they think they can't, a)differentiate their service/brand b)independently establish the service quality they offer c)independently add features/functions d)service both consumer and commercial markets d)manage costs-most; and, to answer your query; no, they do not understand the cost and complexity of aggregated bill presentment and a "pay anyone" system, and many (particularly the utility billers, which have operated as monopolies not needing to care about what the consumer wants) do not UNDERSTAND WHAT THE CONSUMER WANTS. IMHO
