I suspect that the reason for NATO's very bad mistake in announcing from the beginning that NATO would not commit ground troops - thereby giving the Serbians a licence to proceed with impunity - was a relatively weak US Presidency inhibited by the fear that US public opinion led by the Congress would not approve. But the scale of the catastrophe is changing minds. It is difficult to see how the present regime in Serbia can be included in any solution. So it looks like troops will have to move into an hostile environment anyway. There are some signs today that NATO thinks it might force the issue in about 10-20 days.
