In as far as the ongoing war waged in the former Yugoslavia does pose a serious threat to the security of several nations in NATO, it's actions fall well within the NATO charter to provide for the defense of all NATO members. Waiting until the war spilled over onto NATO soil may well have been too late and definitely would have served the purposes of those who would see NATO weakened.

Perhaps you could be specific as to what laws you perceive were broken by NATO? Please be specific, and I don't mean international gonzo law, according to PK.
