Ive commented on this very point on other boards in response to quite heated Serbian and Russian demonizing of the NATO position. It was within the power of Milosevich to end this from the very beginning. Likewise the Russian and Chinese hypocrites have blood dripping from their hands, as Russia could have put an immediate chill on events by browbeating Milo. The reason, as we both know and some people obviously do not, that NATO has not gone to the UN security council is because any resolution to take action would have been immediately vetoed by Russia and China. At any time during this mess, Milo or the Russians could have ended it. The fact is both had an interest in continuing the crisis. Its a shame that all the blame is being heaped on NATO, or rather, the United States.
