Fortunately, or unfortunately, the democratic world always puts all of it's marbles on diplomacy, before using military action.

I think that the brutality and devastation caused by slob Milosevic and his thugs took the world by surprise. Who would have thought that the Serbs could've been so depraved?

I agree with this general principle, but in the case of Clinton-NATO "talking tough followed by not action" is preferable when their talking is nothing but mumbo jumbo.
