Since the multiplier stays constant until you switch to 100, running at 75 and 83 will run your PCI and AGP slots at higher than spec. There's a good chance that your cards can handle it, but I woundn't trust my HD working out of spec. Data corruption at the wrong time can fry your FAT.

That's why the 300a to 450 is so great, the PCI and AGP slots are still good. Since it is hard to get the good 300a's any more, I going to "live" with a non-overclocked celeron 433 or 466 for my PC that I'm building.
