No refugees. I think massive moving populations are too destabilizing- I wouldn't allow them in any country I controlled and I would not expect any other country to take them. I think economic aid is fine if countries wish to send it. I think it is often in the national self interest of countries to render economic aid to their neighbors - but I would never mandate it.

It is my opinion that the integrity of a countries borders can be protected by any means necessary. Good fences make good neighbors (imo)- or at the very least keep nasty neighbors far enough away that you don't need to care whether they are good neighbors or not.
