It seems to me that the root cause of a lot of these conflicts is the refusal of people to recognize one another's humanity. Before you kill people you must first dehumanize them. That was as true of the Nazi extermination of Jews as it was of European colonists murdering American Indians, and it was just as true of tribal warfare between American Indian tribes. American Indian languages used tribal names as a synonym for "the people", or people. Religious differences do much the same thing. I suppose that the genius of America (once we decided that American Indians and Asians were indeed people) is that in spite of failing to make a melting pot, we at least have come up with a decent medley. Maybe this is the result of everyone, save American Indians, being of immigrant origin. And maybe that's the solution -- uproot all of Europe and move them somewhere else [tongue in cheek]. For some reason we seem to have an abhorrence of people crossing borders as the result of conflicts, but the history of Europe is replete with such examples. How many times have there been migrations in and out of the the Danzig Corridor? If we boil the Balkan problem down to its simplest form we have the following: ethnic and religious animosities of long standing fanned into conflict by petty despots hoping to use this as a device to divert attention from their domestic problems. Of course the ultimate solution is clear: create stable political systems which guarantee equal rights and limited autonomy to ethnic minorities. If we agree that such systems can solve these problems, the question becomes how do we accomplish that end. There is only one way I can think of, and that is there must be a mechanism to eliminate world leaders who violate those precepts. But now comes the hard part: how, if we believe in self-determination and non-interference in the affairs of other countries? And how would the United States have reacted if a foreign nation attempted to interfere with America's racism that extended into the early 1960s? It will take a much better mind than mine to figure that one out. TTFN, CTC
