The USPS is a federal agency, when it wants to be, and not, when it doesn't. I speak as one who has sued the USPS a number of times, they sometimes claim sovereign immunity. I don't know about the tax money, but I do know that the USPS doesn't pay state tax on any of its property, and USPS employees have some federal benefits.

My husband works for the Patent Bureau, which actually makes more money than it spends; when the government was shut down, he kept working because they considered his an essential function.
