Since you work for a quasi-governmental agency, I think you are seeing a bit more bureaucracy on this issue than you would see in a commercial setting. The commercial clients I've seen are simply following a policy that all new off-the-shelf hardware and software must be Y2K certified by the vendor and must be installed by a certain deadline (e.g. June 30, 1999) after which a lockdown will be effective. I haven't heard of the "sticker" approach in the commercial world -- yet.
