The following question might also be asked,

"Instead of further diluting shareholder value by
issuing 25 million additional shares (employee stock plan)
wouldn't it be advisable for CPQ to take advantage
of the extremely low stock price and repurchase those
shares?

My assumption is that this will be a short term
opportunity, since management is personally committed to
changing that."

Maybe that's a clue that shareholder's of CPQ will be distributed shares of Av when it is spunoff. El
