I agree with most of your post. I disagree in the method that NATO has chosen to resolve the issue. I believe that for reasons unknown(but many have been surmised) that Clinton has blundered into the Balkan ethnic party at the end and in doing so has made an ass out of the USA, NATO and himself. the harm that will be created will far outweigh any humanitarian goals that might be achieved. What should have been done?

1.Offer major foreign aid to Yugos in exchange for tolerance of Muslims in Kosovo(we've burned 8 billion already and damaged how much infrastructure?)
2.Put in a multi-national peace keeping force in Kosovo(less than 10% US troops) in order to suppress the KLA.

Too late to implement that now? I don't know, but it's worth a try. I doubt the Yugos will accept any NATO forces as peacekeepers, except Greeks. Perhaps they would if NATO agreed to repair the damage we've recently done?
