Sanctions seldom work effectively. From personal experience, I can attest that the sanctions against South Africa affected the people that they were supposed to be helping ie. poor blacks most. South Africa strengthened its economic ties with countries like Israel and China. So, if anything, the sanctions had a negative effect for US business.

As is usually the case when the US intervenes, S. Africa is seldom mentioned in the news nowadays. Crime has rocketed and inter tribal killings are in the papers daily. Political candidates often never make it to election time because of assassinations. Business has been paralyzed because of black trade unions. It is very difficult to fire black workers no matter what the circumstances.

Mandela is a wizard at compromise but has had little success with the Zulus. Most Americans class the problems of S. Africa as black vs white whereas the tribal differences are probably just as great.

The moral seems to be that the US's policies attempt to solve complex problems in a short time and without full consideration of the outcome of their policies.

I can't deny that the sanctions, which prevent Castro from exporting violence to other nations, are hurting the Cuban people.

But, Castro makes the situation far worse. He runs a tight dictatorship without a free press. People who complain or object are thrown into jail. People are not allowed to own or run many businesses, unless it is state controled, or you are a friend or relative of Castro. Castro owns everything.

The only thing that gives Cuban's any relief is the black market, which Castro is trying to shut down.

Why does Castro keep his people in poverty and misery, or jail them? I don't know. Why does any piece of human garbage prefer to fill their own gullet rather than help others?
