Fred I saw this last night. MM can halt the stock just by saying lets stop trading for a period and catch up. I haven't seen this happen as yet. but a couple of time last week they should have IMHO because they were really back filling orders. When the SEC halts a stock you will see a big old news release. I remember when they halted Iomg(iomega), which was not a OTC stock. Or sometimes the halt a stock because of some big pending news release. Many reasons. But I see no reason for PABN to be halted. SEC doesn't pay a lot of attention to OTC stocks unless they have done something illegal.
